Jeff Blackwood
Policy Lead, Government Affairs, BASF
Jeff Blackwood is a Policy Lead within Government Affairs for BASF in the Washington, DC office with advocacy responsibilities on legislation and policy related to BASF’s Agricultural Solutions business. Jeff also covers policy matters related to intellectual property, food, and agriculture. Jeff has been working on public policy in Washington DC for over 24 years, with a specific focus on agriculture policy. Jeff serves on the Board of Directors of the National Wheat Foundation as well the Board of Directors of the Biological Products Industry Alliance. Prior to joining BASF, Jeff was the director of government relations at The Fertilizer Institute in Washington, DC where he covered legislative and regulatory matters regarding agriculture policy, chemical security, and water quality. Previously, Jeff worked for four years as Legislative Assistant to United States Senator Byron Dorgan (D-ND), advising the Senator on legislation related to agriculture policy. In this position he managed bills and amendments including several considered as part of the 2008 Farm Bill and the annual agriculture appropriations process. Prior to his work with Sen. Dorgan, Jeff was the Senior Grassroots Advocacy Advisor with the National Rural Electric Cooperative Association and spent four years as a Legislative Assistant to Congressman Brad Carson (D-OK).
Boomer Cardinale
Head of North America, Agri Sciences Biologicals
Boomer Cardinale is the Head of North America for Agri Sciences Biologicals and brings over 16 years of experience launching bioag products around the world for the agriculture industry. During his tenure at BASF as a global product manager, Boomer developed and launched BASF’s first bioinsecticide portfolio in over 30 countries. Boomer has also held leadership and marketing roles at both UPL and Novozymes BioAg. Boomer has been involved with BPIA for many years as a co-chair on the Biological Markets Committee. In addition, Boomer holds civic board positions and is past board member of the Association of Applied IPM Ecologists (AAIE). He has earned his B.S. from Texas A&M University, an Ag Economics Master’s degree from Purdue and an MBA from Indiana University.
Pamela Howlett
Vice President & Associate General Counsel, Regulatory and Public Affairs, Bayer Crop Science
Pam is an attorney with extensive experience supporting Bayer’s Crop Science business, primarily relating to legal issues associated with seed, crop protection products and food. In addition to supporting business needs, she supports the company’s international regulatory and product stewardship strategy and US national policy development in the areas of current and emerging technologies in agricultural biological products, other crop protection products and biotechnology. She is the co-chair of BPIA’s Biostimulant Innovation Committee, as well as actively serving agriculture at BIO, CropLife America, the American Seed Trade Association and as a Farm Foundation Round Table Fellow.
Jennifer Lilly
Director of Regulatory at The Mosaic Company
Jennifer is the Director of Regulatory for Biosciences at The Mosaic Company. She has over 20 years of experience working in agriculture, in both research, product stewardship, and regulatory. She has driven regulatory efforts for chemical, biological, and consumer products, and is actively involved in ag industry groups. In addition to serving on the BPIA board, she currently co-chairs the BPIA Regulatory Committee.
Keith Pitts
SVP -Sustainability and Regulatory Strategy, Bioceres Crop Solutions
Keith Pitts is a senior-level public policy director with a track record of success in key roles at the U.S. Department of Agriculture, with the U.S. Congress, and in the nonprofit arena. He has significant substantive expertise in all aspects of agriculture, food, and biotechnology policy, with a vast and diverse network of professional contacts in these fields. Keith is adept at bringing together stakeholders with diverging interests and negotiating compromises among them. He has strong skills in policy development and implementation, stakeholder outreach, and crisis management.
Amy Roberts
Regulatory Manager, Lallemand Plant Care
Amy Roberts is Regulatory Manager for Lallemand Plant Care. She has over 27 years of experience and expertise in successfully leading biopesticide registration efforts for products in the U.S. and abroad. Ms. Roberts is recognized as an expert in biopesticide registration and in the distinctive issues related to this class of products. Ms. Roberts has extensive knowledge and insight into the workings and procedures of the Biopesticides and Pollution Prevention Division, the U.S. Environmental Protection Agency’s division that regulates biopesticides as well as strong working relationships with U.S., Canadian, international regulators, allied organizations, and trade groups.
Terry Stone
Global Regulatory Leader, Corteva
Terry Stone is the Global Regulatory Leader for Corteva’s portfolio of biological products. Prior to joining Corteva, Terry was Vice President for Regulatory Affairs and Sustainability at Agrinos and held leadership roles with Syngenta, The Scotts Company and Monsanto working in global regulatory affairs, sustainability, industry relations and research and development. He helped establish and chair BPIA’s Biostimulant Innovation Committee and was co-founder of the Biostimulant Industry Workgroup. He has earned Master’s degrees in International Business and Entomology.
Mark Trimmer
Managing Partner, DunhamTrimmer LLC
Mark Trimmer is Managing Partner of DunhamTrimmer LLC, a business management, strategic marketing, market research and intelligence company with a singular emphasis on the global biological markets for agriculture. Founded in 2011, DunhamTrimmer focuses exclusively on biological products including biopesticides, biocontrol, and biostimulants. Mark Trimmer has more than 30 years of experience in research, product development, registration, technical service, and technology licensing in the crop protection industry. Mark previously worked in International Product Development for American Cyanamid, Technology Acquisition & Licensing for BASF, and Vice President R&D for NutraPark prior to founding his own company. Over his career, Mark has worked both domestically and Internationally to develop and register crop protection products across a wide range of crops and uses. Mark received his Ph.D. and M.S. degrees from Cornell University in Agronomy.
Addie Waxman
Manager of Agronomy, McCain Foods
Dr. Waxman is the Manager of Agronomy at McCain Foods. Previously, she was Global Director of Research and Development for the 1,4 Group. Dr. Waxman was also an environmental science instructor at the University of Phoenix and prior to that position, she was a food scientist at J. R. Simplot Company. Currently, she co-chairs the Meeting Planning Committee of the BPIA and is also a member of the Potato Association of American and was elected Director for 2019 to 2022 years. Dr. Waxman earned a B.S. in biology, minor in chemistry, and an emphasis in microbiology and a M.S. in food science at Virginia Tech. Her thesis and published work was entitled “The Inhibition of Pseudomonas through the use of Genetically Modified Lactic Acid Bacteria”. Dr. Waxman completed her PhD in 2017 in Plant Science with her dissertation entitled “The effect of harvest timing of potatoes on end product quality of French fries”.
